How Harris County property tax works

Start with the appraisal, not the bill

The Harris Central Appraisal District determines market value and taxable value. It does not set tax rates or collect the final tax bill. Review the property description, ownership, exemptions and value shown in your HCAD record.

Check every taxing unit

A Harris County property can be inside several taxing units, including a school district, city, county, college or special district. Each unit adopts its own rate. The combined rate on your statement is therefore specific to the property.

Separate exemptions from protests

A homestead exemption reduces taxable value when you qualify. A protest challenges an appraisal issue, such as market value, unequal appraisal, ownership or exemption denial. One does not replace the other.

A useful order

Check the HCAD record, confirm exemptions, compare evidence, review the protest deadline, then reconcile the later tax bill.
